A postcard or letter to fifty houses is cheap and it keeps. These are owner-occupied single-family homes, so the address is the household. Slowest to answer, and the one that still works when nobody picks up the phone.

Fastest read on whether the list is any good. Fifty houses inside a two-mile ring is an afternoon, and you will know from the first ten whether the equipment matches the record.
Call
The list is addresses, not phone numbers, so this one costs you a lookup. Worth it on the oldest rows, where the permit is twenty-plus years back.
